Well, my Leafeon is level 50 and knows Leaf Blade. It doesn't effect anything on the PBR filter, and no one is going to complain, unless they manually go and check your pokemon and their moves and level.

No, it does not. Ninetales only gets it through breeding.

Turns out in Gen 4 Ninetales can get it only by breeding and not TM and in Gen 5 it can only get it by TM and not breeding.

If you were able to teach Ninetales Energy Ball by TM, I don't know what happened there.... because people have tried and reported it doesn't work
